Talent Strategies and Leadership Development of the Public Sector - Insights from Southeast Asia (Paperback): Celia Lee Talent Strategies and Leadership Development of the Public Sector - Insights from Southeast Asia (Paperback)
Celia Lee
R672 Discovery Miles 6 720 Ships in 12 - 19 working days

To stay ahead of the competition, the public sector has to ensure an effective talent management strategy to attract, develop and retain talents. Effective talent management is about aligning the organisation's approach to talent with the strategic aims and purpose of the organisation. This book adopts a comparative country analysis, which takes into account the institutional emphasis, organisational configuration and unique characteristics of the public sector. Against the backdrop of three major stages of administrative development, i.e., the colonial, postcolonial and modern periods, this book unpacks how the talent schemes have been shaped by the reforms, experiences, cross-country knowledge transfers and evolved over time responding to globalisation and digitalisation in Southeast Asia. This book will be of great interest to scholars and public managers working on public administration and civil service reforms in Asia towards developing a contextualised understanding of talent management and leadership development in the region.

Transformational Human Resources Management in Zimbabwe - Solutions for the Public Sector in the 21st Century (Hardcover, 1st... Transformational Human Resources Management in Zimbabwe - Solutions for the Public Sector in the 21st Century (Hardcover, 1st ed. 2022)
Mervis Chiware, Bernard Nkala, Innocent Chirisa
R2,878 Discovery Miles 28 780 Ships in 10 - 15 working days

This book is a stepping stone toward solving public sector human capital challenges in Zimbabwe as it equips human capital managers with solutions to key issues in the public sector. In Zimbabwe, the public sector human capital drives the economy as over half of the population access their services through public enterprises. Government is the major agent in economic and infrastructure development as well as the production of goods and services. However, Zimbabwe's public service is underperforming due to poorly motivated and managed employees who do not respond to the needs of its clients. This is a cause of concern as the public sector human capital is central to the overall performance of the public sector. Often public sector managers and leaders lack advanced, relevant, and dynamic skills and knowledge to deal with human resource challenges within the New Public Management environment. It is critical for the public sector to transform its human resource management to suit twenty-first-century needs. Effective human resource management in the public sector leads to economic growth and therefore the achievement of the Zimbabwe National Vision 2030. Therefore, this book serves as a guide for public sector managers and those directly or indirectly involved in human capital management. It provides in-depth knowledge and guidance in effective human capital management within the context of the public sector in Zimbabwe.

Civil Service Systems in East and Southeast Asia (Paperback): Chong-Min Park, Yousueng Han, Yongjin Chang Civil Service Systems in East and Southeast Asia (Paperback)
Chong-Min Park, Yousueng Han, Yongjin Chang
R1,260 Discovery Miles 12 600 Ships in 12 - 19 working days

This book compares contemporary civil service systems across East and Southeast Asia, a dynamic region of greater diversity in local administrative tradition, imported models of modern administration, and the character of prevailing political institutions. Featuring chapters on Japan, South Korea, Taiwan, Singapore, Hong Kong, Vietnam, Indonesia, Thailand, Malaysia, and the Philippines, this book provides a detailed analysis of key aspects of the civil service system, including centralization, recruitment, classification, openness of positions, performance assessment, promotion, training, and senior civil service. It distinguishes four modes of public employment, namely, bureaucratization, professionalization, politicization, and marketization, to develop a conceptual framework for comparing the civil service system at the operational level. The region's contemporary civil service systems appear to be hybrid systems that combine, at varying degree, these modes of public employment, responding to administrative reform pressures. The patterns of public employment across East and Southeast Asia reflect local administrative traditions, imported Western models of administration, and the relative timing of democratization and bureaucratization. With contributions from leading local experts across the region, this book will be invaluable to students, scholars, and practitioners interested in Asian public administration, especially civil service systems.

Policy Alienation and the Power of Professionals - Confronting New Policies (Hardcover): Lars Tummers Policy Alienation and the Power of Professionals - Confronting New Policies (Hardcover)
Lars Tummers
R3,020 Discovery Miles 30 200 Ships in 12 - 19 working days

Tummers' book resurfaces alienation as an established and useful concept, but also as a forgotten and ignored reality. Shifts in policies affect the meaning of these policies, and reforms affect power balances. The analyses in this book are crucial to help understand why policies fail and why there is resistance to change. Tummers coins 'policy alienation' as an increasingly indispensable concept. Reforms would have been different if Tummers' analysis on powerlessness and meaninglessness was more taken into account.' - Geert Bouckaert, Katholieke Universiteit Leuven, Belgium and former President of the European Group for Public Administration'Lars Tummers has written a must-read book! While systemic changes ushered in by market-oriented reforms have received attention, little is known about the plight of the individual in modern bureaucracies. Tummers presents a masterful and authoritative account of policy alienation that public service professionals experience. The breadth and depth of Tummers's scholarship is impressive! This book has something of value for everyone from the casual reader to public management scholar.' - Sanjay K. Pandey, The State University of New Jersey, US 'Why do public sector professionals resist change? Tummers offers a compelling account of the alienation of professionals following new public management reforms. This timely and methodologically innovative book shows public managers how to implement organisational change, and provides scholars with a set of new measurement scales. Policy Alienation and the Power of Professionals is a must-read for anyone who wants to understand how professional organisations operate, and why professionals resist some changes, while embracing others.' - Steven Van de Walle, Erasmus University Rotterdam, the Netherlands Professionals often have problems with governmental policies they have to implement. This ranges from Israeli teachers striking against school reforms, via British civil servants quitting their jobs as they have problems with New Public Management reforms focused on cost cutting, to US healthcare professionals feeling overwhelmed by a constant flow of policy changes, resulting in tensions, conflicts, and burn-outs. This eloquent book by Lars Tummers develops a framework to understand these important issues with policy implementation, using the innovative concept of 'policy alienation'. Policies in healthcare, social security, and education are analyzed. The conclusions challenge the common assertions regarding the reasons why professionals resist policies. For instance, the impact of professional influence, often viewed as an end in itself, is nuanced. Lars Tummers reveals that it is far more important for professionals that a policy is meaningful for society and for their clients, than they have an influence in its shaping. Policy Alienation and the Power of Professionals is essential for public administration scholars, policymakers, change managers and professionals. To improve its academic and practical significance, a 'policy alienation' questionnaire is developed to measure the degree of policy alienation felt by implementers. This instrument can be used to first understand and then improve policy performance in various settings.

Crowdsourcing in the Public Sector (Paperback): Daren C. Brabham Crowdsourcing in the Public Sector (Paperback)
Daren C. Brabham
R435 Discovery Miles 4 350 Ships in 12 - 19 working days

Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector. Daren C. Brabham has been at the forefront of the academic study of crowdsourcing. This book includes extensive interviews with public and private sector managers who have used crowdsourcing. Brabham concludes with a list of the top ten best practices for public managers.

Trust, Power and Public Sector Leadership - A Relational Approach (Hardcover): Steen Vallentin Trust, Power and Public Sector Leadership - A Relational Approach (Hardcover)
Steen Vallentin
R4,019 Discovery Miles 40 190 Ships in 12 - 19 working days

Trust, Power and Public Sector Leadership: A Relational Approach provides a critical theoretical treatment of trust in the realm of public management and governance. The public trust agenda is an antidote to rampant bureaucratic control and, in particular, the marketization and instrumentalization associated with New Public Management. The book approaches trust from a relational perspective that draws on insights from trust research, modern sociology and organization and management theory, while lending support to developments in New Public Governance. It provides a theoretical framework that distinguishes between institutional, economic, moral and relational trust and shows how a relational perspective is able to incorporate insights from the other paradigms in an inclusive approach to trust processes. Apart from providing a theoretical reading of the workings of trust in public organizations, the book addresses how trust relates to power and control along with notions of debureaucratization, post-bureaucratic organization and post-heroic leadership. It also shows how the trust agenda, in theory and practice, is related to social capital and thus efforts to strengthen social relations and collaboration in and around public organizations. Speaking of practice, the book takes its empirical point of departure in the Danish public sector. However, the aim of the book is not to promote the High trust Danish case as a benchmark or best practice. The aim is to theorize and help make sense of this particular experience by applying general theory to it and extracting general insights - with broader application - from its particular manifestations and outcomes. There is a need for more elaborate theorizing about trust and power in a public sector setting, and the Danish experience is useful as a starting point for this ambition.

The Police Identity Crisis - Hero, Warrior, Guardian, Algorithm (Paperback): Luke William Hunt The Police Identity Crisis - Hero, Warrior, Guardian, Algorithm (Paperback)
Luke William Hunt
R1,368 Discovery Miles 13 680 Ships in 12 - 19 working days

This book provides a comprehensive examination of the police role from within a broader philosophical context. Contending that the police are in the midst of an identity crisis that exacerbates unjustified law enforcement tactics, Luke William Hunt examines various major conceptions of the police-those seeing them as heroes, warriors, and guardians. The book looks at the police role considering the overarching societal goal of justice and seeks to present a synthetic theory that draws upon history, law, society, psychology, and philosophy. Each major conception of the police role is examined in light of how it affects the pursuit of justice, and how it may be contrary to seeking justice holistically and collectively. The book sets forth a conception of the police role that is consistent with the basic values of a constitutional democracy in the liberal tradition. Hunt's intent is that clarifying the police role will likewise elucidate any constraints upon policing strategies, including algorithmic strategies such as predictive policing. This book is essential reading for thoughtful policing and legal scholars as well as those interested in political philosophy, political theory, psychology, and related areas. Now more than ever, the nature of the police role is a philosophical topic that is relevant not just to police officials and social scientists, but to everyone.

The Public Sector in Japan - Past Developments and Future Prospects (Hardcover): Takero Doi, Toshihiro Ihori The Public Sector in Japan - Past Developments and Future Prospects (Hardcover)
Takero Doi, Toshihiro Ihori
R3,904 Discovery Miles 39 040 Ships in 12 - 19 working days

This book provides the reader with the basis for a theoretical understanding of public-sector finance in general - and more specifically, a comprehensive, policy-oriented application of that understanding to Japanese public finance. Particular emphasis is placed upon developing tools which can be used both theoretically and empirically to clarify essential economic concerns in Japan's public sector. These include the macroeconomic incidence of fiscal decentralization, dependence on government bonds for covering fiscal deficits, and social security reform. In analyzing Japan's underperforming public sector, the authors develop and recommend policy solutions aimed at achieving Japan's growth potential, improving the quality of the public sector, and strengthening the sector's contribution to the Japanese economy. Guiding the reader toward an overall understanding of public-sector reforms, decentralization and fiscal policy in Japan, this book will strongly appeal to academics, students and researchers with an interest in modern public finance theory and macroeconomic analysis.

Politics and Rhetoric of Italian State Steel Privatisation - A Gramscian Analysis (Hardcover): Edoardo Mollona, Luca Pareschi Politics and Rhetoric of Italian State Steel Privatisation - A Gramscian Analysis (Hardcover)
Edoardo Mollona, Luca Pareschi
R4,463 Discovery Miles 44 630 Ships in 12 - 19 working days

The globally spreading privatisation wave that occurred in the 1990s deeply changed the structure of economic institutions worldwide. This turmoil overturned not only economic institutions, but shared cultural and societal institutions as well. This book is the result of an investigation into the history of the privatisation of the steel industry in Italy, completed between 1994 and 1995. It explores the history of the Italian steel industry by looking at the interplay of local intertwined interests, political relations, and ideological formations that characterised an idiosyncratic hegemonic historical bloc. Rather than stigmatising this pattern as the legacy of a dysfunctional provincialism, the authors mobilise Gramsci's theory of hegemony to explain how the Italian privatisation process unfolded to accommodate economic pressures, political interests, and ideological constraints of a hegemonic social group, or aggregation of social groups. Thus, in reconstructing the privatisation of Italian steel, this book proposes a hegemony theory of privatisation and, more generally, describes a model that explains how political and cultural dynamics give rise to idiosyncratic local variations in globally spreading policies. It will be of interest to researchers, academics, and students in the fields of business history, economics, sociology, and political science.

Managing Ambiguity and Change - The Case of the NHS (Hardcover): S. Dopson Managing Ambiguity and Change - The Case of the NHS (Hardcover)
S. Dopson
R1,509 Discovery Miles 15 090 Ships in 10 - 15 working days

This book uses the case of the National Health Service to examine the management of ambiguity and change. Studies of the implementation of the Griffiths Report have identified a number of unintended consequences, but it is argued that they have not adequately theorised these outcomes in the policy implementation process. It is suggested that the process-sociological approach of Elias, and in particular his game models, enable us to better understand the complex interweaving of planned and unplanned processes which is involved in the management of change.

The Pope's Men - The Papal Civil Service in the Renaissance (Hardcover): Peter Partner The Pope's Men - The Papal Civil Service in the Renaissance (Hardcover)
Peter Partner
R5,329 R5,007 Discovery Miles 50 070 Save R322 (6%) Ships in 12 - 19 working days

This is a study of papal bureaucracy during the Renaissance, a time when the Pope was among the most powerful of European rulers. The men who ran the Renaissance Papacy were an important and talented group, including among their number luminaries of Italian humanist literature and scholarship, distinguished church leaders, and statesmen of far-reaching influence. Based on extensive research in Italian archives, The Pope's Men explores the bureaucracy of an early modern state, and the patronage network which permeated and in many ways controlled it. Peter Partner sets the ruling elite of the Renaissance Papacy in its social and political context, and analyses its composition and the ways it operated. He shows the struggle for power in Rome among the competing Italian regions and families. This is a fascinating and scholarly study of men who could be scholars, poets, thinkers, and patrons of the arts, as well as servants of a state of great spiritual and temporal power.

Digital Government and Public Management - Generating Public Sector Innovation at the Crossroads of Research and Practice... Digital Government and Public Management - Generating Public Sector Innovation at the Crossroads of Research and Practice (Hardcover)
J. Ramon Gil-Garcia, Sharon S. Dawes, Theresa A. Pardo
R4,462 Discovery Miles 44 620 Ships in 12 - 19 working days

In every part of the world information and technology are changing society and challenging the structures, roles, and management of traditional government institutions. At the same time, universal needs for human and social development, environmental protection, commercial and financial stability, and scientific and technological advancement demand governmental attention. In this complex and changing environment, governments are still expected to provide for the public good through legal and political processes, and public programs and services. Digital transformation, electronic government, government 2.0, and electronic governance are just some of the labels used to characterize the ideas and actions that underlie adaptation, transformation, and reform efforts. This book contributes to the ongoing dialog within the digital government research and practice community by addressing leadership and management challenges through the interplay of five interconnected themes: management, policy, technology, data, and context. These themes are evident in a wide range of topics including policy informatics, smart cities, cross-boundary information sharing, service delivery, and open government, among others. Accordingly, it includes chapters that explore these themes conceptually and empirically and that emphasize the importance of context, the need for cross-boundary thinking and action, a public value approach to performance, and the multi-dimensional capabilities necessary to succeed in a dynamic, multi-stakeholder environment. The chapters in this book were originally published as a special issue of the journal, Public Management Review.

The Official History of the British Civil Service - Reforming the Civil Service, Volume II: The Thatcher and Major Revolutions,... The Official History of the British Civil Service - Reforming the Civil Service, Volume II: The Thatcher and Major Revolutions, 1982-97 (Paperback)
Rodney Lowe, Hugh Pemberton
R1,463 Discovery Miles 14 630 Ships in 12 - 19 working days

This second volume of The Official History of the British Civil Service explores the radical restructuring of the Civil Service that took place during the Thatcher and Major premierships from 1982 until 1997, after a period of confusion and disagreement about its future direction. The book brings a much-needed historical perspective to the development of the 'new public management', in which the UK was a world-leader, and considers difficult questions about the quality of democratic governance in Britain and the constitutional position of its Civil Service. Based on extensive research using government papers and interviews with leading participants, it concentrates on attempts to reform the Civil Service from the centre. In doing so, it has important lessons to offer all those, both inside and outside the UK, seeking to improve the quality, efficiency and accountability of democratic governance. Particular light is shed on the origins of such current concerns as: The role of special advisers The need for a Prime Minister's Department The search for cost efficiency Accountability to Parliament and its Select Committees Civil Service policy-making capacity and implementation capability. This book will be of much interest to students of British history, government and politics, and public administration.
