Strategic and performance management in the public sector (Paperback): Frans Minnaar Strategic and performance management in the public sector (Paperback)
Frans Minnaar
R640 Discovery Miles 6 400 Ships in 8 - 11 working days

Public administration comprises two integrated components, namely the political process in terms of which government policy is formulated, and a management process in terms of how this policy must be implemented. The introduction of strategic and performance management systems and procedures in the public sector has become international standard practice, often resulting in a comprehensive redesign of the traditionally bureaucratic legislative framework - strategic management links the government organisation to the community, thus incorporating the actual needs of the community in government's planning, while performance management gears the organisation towards service delivery. Strategic and performance management in the public sector provides an integrated management model for 21st century government organisations. This title is a step-by-step presentation of the strategic and performance management process, starting with government policies and culminating in a comprehensive performance management system. It contains practical examples, activities, relevant legislation boxes and supplementary material for further understanding.

Murder At Small Koppie - The Real Story Of The Marikana Massacre (Paperback): Greg Marinovich Murder At Small Koppie - The Real Story Of The Marikana Massacre (Paperback)
Greg Marinovich 5
R352 Discovery Miles 3 520 Ships in 2 - 4 working days

The killing of thirty-four miners by police at Marikana in August 2012 was the largest massacre of civilians in South Africa since Sharpeville. The events have been covered in newspaper articles, on TV news and in a commission of inquiry, but there is still confusion about what happened on that fateful day.

In Murder At Small Koppie, renowned photojournalist Greg Marinovich explores the truth behind the Marikana massacre. He investigates the shootings near Wonderkop hill, which happened in view of the media, as well as the killings that happened beyond the view of cameras at a nondescript collection of boulders known as Small Koppie, some 300 metres away. Many of the men killed here were shot in cold blood at close range. Drawing on his own meticulous research, eyewitness accounts and the findings of the Marikana Commission of Inquiry, Marinovich accurately reconstructs that fateful day as well as the events leading up to the strike, and looks at the subsequent denials, obfuscation and buck-passing by Lonmin, the SAPS and the government.

This is the definitive account of the Marikana massacre from the journalist whose award-winning investigation into the tragedy has been called the most important piece of South African journalism since apartheid.

Development, The State And Civil Society In South Africa (Paperback, 3rd Edition): I. Davids, F. Theron Development, The State And Civil Society In South Africa (Paperback, 3rd Edition)
I. Davids, F. Theron
R679 Discovery Miles 6 790 Ships in 8 - 11 working days

Numerous opportunities have come and gone over the past 20 years of democracy in South Africa for the State to engage with Civil Society and bring development closer to its intended beneficiaries. Civil Society, through its advocacy initiatives, has secured for itself a great-er voice and choice in development, and every role player therein should continuously endeavour to make a difference by participating actively and meaningfully in development. Authentic, sustainable grassroots transformation and development, however, is not possible without public participation, social learning, self-reliance and empowerment.

Development, the State and Civil Society in South Africa addresses the practical reality of the development consultant, government and public sector change agent, politician and policy maker. Departing from a humanist and people-centred perspective, it captures the fundamentals upon which most development theory, policy, programmes/projects and practices are based, namely cooperation, participatory planning and public participation.

The book follows a holistic, multidisciplinary approach to assessing development management principles and strategies. Important challenges in development management and related practice and policy interventions are also functionally integrated.

Contents include the following:

  • Development theories, management and the democratic developmental State
  • Promoting people-centred development and good governance
  • The role of developmental non-governmental organisations
  • The private sector and social responsibility
  • The role of trade unions and international development agencies
  • Micro-level development and public participation
  • Integrated Development Planning (IDP)
  • Social development research

Chapter review questions test knowledge and understanding of issues discussed, and encourage critical examination from different perspectives. The final chapter provides guidelines for writing scientific documents and using basic social research methodology – essential skills for all researchers and practitioners in development management.

The Pope's Men - The Papal Civil Service in the Renaissance (Hardcover): Peter Partner The Pope's Men - The Papal Civil Service in the Renaissance (Hardcover)
Peter Partner
R5,119 Discovery Miles 51 190 Ships in 12 - 17 working days

This is a study of papal bureaucracy during the Renaissance, a time when the Pope was among the most powerful of European rulers. The men who ran the Renaissance Papacy were an important and talented group, including among their number luminaries of Italian humanist literature and scholarship, distinguished church leaders, and statesmen of far-reaching influence. Based on extensive research in Italian archives, The Pope's Men explores the bureaucracy of an early modern state, and the patronage network which permeated and in many ways controlled it. Peter Partner sets the ruling elite of the Renaissance Papacy in its social and political context, and analyses its composition and the ways it operated. He shows the struggle for power in Rome among the competing Italian regions and families. This is a fascinating and scholarly study of men who could be scholars, poets, thinkers, and patrons of the arts, as well as servants of a state of great spiritual and temporal power.

Leverage for Good - An Introduction to the New Frontiers of Philanthropy and Social Investment (Hardcover): Lester M. Salamon Leverage for Good - An Introduction to the New Frontiers of Philanthropy and Social Investment (Hardcover)
Lester M. Salamon
R2,782 Discovery Miles 27 820 Ships in 12 - 17 working days

With the resources of both governments and traditional philanthropy barely growing or in decline, yet the problems of poverty, ill-health and environmental degradation ballooning daily, it is increasingly clear that new models for financing and promoting social and environmental objectives have become urgently needed. Fortunately, however, a significant revolution appears to be underway in the way in which social and environmental purposes are being financed. The heart of this revolution is a massive explosion in the instruments and institutions being deployed to mobilize private resources in support of social and environmental objectives. Where earlier such support was limited to charitable gifts, now a bewildering array of new instruments and institutions has surfaced-loans, loan guarantees, private equity, barter arrangements, social stock exchanges, bonds, secondary markets, investment funds, and many more-all of them designed to leverage not just the tens of billions of dollars of philanthropic grants but the hundreds of billions, indeed trillions, of dollars of private investment capital. While the changes under way are inspiring and by no means trivial, however, they remain largely uncharted in any systematic fashion. This monograph, and of the companion volume for which it also serves as the introductory chapter, is designed to overcome this problem, to provide the first comprehensible and accessible roadmap to the full range of important new developments taking place on the frontiers of philanthropy and social investment. In the process, it seeks to broaden awareness of these developments, increase their credence and traction, and make it possible to maximize the benefits they can generate while acknowledging the limitations and challenges they also face.

More Women Can Run - Gender and Pathways to the State Legislatures (Hardcover, New): Susan J Carroll, Kira Sanbonmatsu More Women Can Run - Gender and Pathways to the State Legislatures (Hardcover, New)
Susan J Carroll, Kira Sanbonmatsu
R3,909 Discovery Miles 39 090 Ships in 12 - 17 working days

Women remain dramatically underrepresented in elective office, including in entry-level political offices. While they enjoy the freedom to stand for office and therefore have an equal legal footing with men, this persistent gender imbalance raises pressing questions about democratic legitimacy, the inclusivity of American politics, and the quality of political representation. The reasons for women's underrepresentation remain the subject of much debate. One explanation-that the United States lacks sufficient openings for political newcomers-has become less compelling in recent years, as states that have adopted term limits have not seen the expected gains in women's office holding. Other accounts about candidate scarcity, gender inequalities in society, and the lingering effects of gendered socialization have some merit; however, these accounts still fail to explain the relatively low numbers. This book argues that a major problem with current accounts exists in their underlying assumption that there is a single model of candidate emergence. The prediction is that women's office holding will rise automatically as women acquire the same backgrounds as men and assimilate to men's pathways to office. In this view, the main reasons for women's political underrepresentation can be found in society rather than in politics. Carroll and Sanbonmatsu argue for a new approach that considers women on their own terms and that focuses on the political origins of women's representation. Drawing upon an original and comparative survey of women state legislators across all fifty states, from 1981 and 2008, and follow-up surveys after the 2008 elections, the authors find that gender differences in pathways to the legislatures, first evident in 1981, have been surprisingly persistent over time. They found that, while the ambition framework better explains men's decisions to run for office, women are much more reliant on the existence of organizational and party support. By rethinking the nature of women's representation, this study calls for a reorientation of academic research on women's election to office and provides insight into new strategies for political practitioners concerned about women's political equality.

The State of Accountability in the Global South - Challenges and Responses (Hardcover): Sylvia I. Bergh, Sony Pellissery, C.... The State of Accountability in the Global South - Challenges and Responses (Hardcover)
Sylvia I. Bergh, Sony Pellissery, C. Sathyamala

Providing a timely complement to the current literature on accountability, the book features contributions from a diverse range of experienced and up-and-coming scholars and practitioners across the globe. Chapters explore questions of how improved accountability relations emerge, under what conditions they can be maintained, and what role civil-society actors, donors, and new ICT tools can and should play in developing countries. Integrating empirical case studies from Brazil, Egypt, India, Kenya, Uganda, and Zambia with a strong theoretical framework on accountability relations, the book delivers a comprehensive analysis of accountability initiatives across the Global South and ultimately reflects on how they contribute to reaching the UN Sustainable Development Goal (SDG) 16. This insightful book will be an essential resource for academics, policymakers, and practitioners worldwide who are engaged in enhancing public sector accountability and implementing SDG 16. It will also help to guide social movements and citizen-led action.

Organisational Analysis and Intergovernmental Relations - A South African Perspective (Paperback): Steve Mpedi Madue, Stellah... Organisational Analysis and Intergovernmental Relations - A South African Perspective (Paperback)
Steve Mpedi Madue, Stellah Lubinga
R393 Discovery Miles 3 930 Ships in 8 - 11 working days

Organisations affect all aspects of human existence. They operate under immense pressure to offer their goods and services efficiently, economically and at the right time, all within the confines of the domestic and international laws which govern their trading. To meet these challenges in today's ever-changing global environment, the dealings within and between organisations need to be constantly monitored. Organisational analysis and intergovernmental relations: a South African perspective discusses how organisations work, how to conduct organisational analysis and how organisations can benefit from the advantages of intergovernmental relations in order to maximise productivity, effectiveness and profitability. Organisational analysis and intergovernmental relations: a South African perspective provides an overview of organisations, and the organisational design and structures applicable to both the private and public sectors. It equips managers with the knowledge to analyse the status of their organisations and decide what approaches to employ in responding to change (whether planned or unplanned). The book also explores how the relations between the spheres of government are affected by the shifting political environment in South Africa.

Speaking Truth to Power - Expertise, Politics and Governance (Hardcover): Benjamin Ginsberg, Collin Paschall Speaking Truth to Power - Expertise, Politics and Governance (Hardcover)
Benjamin Ginsberg, Collin Paschall
R2,261 Discovery Miles 22 610 Ships in 12 - 17 working days

Truth and power have a difficult relationship. Decision makers are often required to make judgements that depend upon specialized knowledge and thus reluctantly surrender power. They are apt to reject advice inconsistent with their perceived interests, experiences and cognitive capacities. Speaking Truth to Power aims to guide the reader through the tangled relationship between truth and power, manifesting as the interplay between experts and decision-makers in society. Through a combination of careful observation and original analysis, the authors draw out the incentives and tensions that drive the relationship between these actors. They review some of the history of expertise, consider the values of experts and decision-makers, and analyze what has succeeded and what has failed as truth and power have worked together and against one another, primarily in the U.S. but also drawing on international examples. Policymaking professionals, academic experts interested in evidence-based policymaking and graduate and undergraduate students in public policy, government, or political science will value this assessment of truth and power.

Handbook on Performance Management in the Public Sector (Hardcover): Deborah Blackman Handbook on Performance Management in the Public Sector (Hardcover)
Deborah Blackman
R5,487 Discovery Miles 54 870 Ships in 12 - 17 working days

This timely Handbook examines performance management research specific to the public sector and its contexts, and provides suggestions for future developments in the field. It demonstrates the need for performance management to be reconceptualized as a core component of business both within and across organizations, and how it must be embedded in both strategic decision-making and as a day-to-day leadership and management practice in order to be effective. Addressing multiple levels of analysis, the Handbook shows how performance management can enable high performance if governance, systems, organization and individual components are aligned. Written by an international team of both academics and practitioners, chapters offer insights into why changes in practice need to occur, how to make such changes possible, and what these changes require from a practical standpoint. The Handbook also highlights current limitations in public sector performance management and suggests new initiatives for performance management frameworks. Scholars of public policy in human resources, administration and management looking for exemplary current research in these fields will find this Handbook invaluable. It will also be of interest to public administration and human resources practitioners looking to develop new practice and create new ways of thinking and behaving in the aftermath of global upheaval.

Handbook on Gender and Public Sector Employment (Hardcover): Hazel Conley, Paula Koskinen Sandberg Handbook on Gender and Public Sector Employment (Hardcover)
Hazel Conley, Paula Koskinen Sandberg
R5,780 Discovery Miles 57 800 Ships in 12 - 17 working days

This incisive Handbook offers a timely and critical analysis of the gendered nature of public sector employment. Bringing together key theoretical, conceptual, and empirical research from around the world, Hazel Conley and Paula Koskinen Sandberg examine the ways in which female public sector workers experience intersectional discrimination in the workplace. Covering key sites of employment for women across the globe, the Handbook considers a comprehensive range of gendered public sector occupations. Chapters investigate how women's employment in public services is influenced by complex political and economic tensions, exploring core issues such as the relationship between gender, ethnicity, occupational segregation and work-life balance, flexible working, and workplace bullying; gendered pay and pension inequality; the sources of feminist activism in public sector employment; and the impact of the pandemic on feminised public sector occupations. Ultimately, the Handbook highlights that while change is possible, it will require a radical rethinking of how public services are valued and funded in society. Providing cutting-edge analysis and empirical data on gender and public sector employment, this Handbook will be an essential resource for academics and researchers interested in the role of the State as Employer. Its thought-provoking yet accessible insights into gendered employment will further benefit students of social policy, gender politics, employment relations, and the sociology of work.

Municipal finance and accounting (Paperback, 3): Mare-Lise Fourie, Lucas Opperman Municipal finance and accounting (Paperback, 3)
Mare-Lise Fourie, Lucas Opperman 1
R799 Discovery Miles 7 990 Ships in 8 - 11 working days

"The first edition of Municipal finance and accounting was published in 2007, and was the first comprehensive text on the principles and best practice of municipal finance and accounting to appear since Dr Jack Cowden's 1968 treatment of more or less the same subject matter. The first edition was revised in 2011, the main changes being the inclusion of considerable additional material on the legislative framework governing municipalities, an extensive revision of the chapter on municipal budgets in order to incorporate the approaches introduced by the 2009 regulations on budgets and reporting requirements, and various amendments to chapters 3 and 4 to reflect the advent of further GRAP standards and changes in important local government statutes. The example of the annual financial statements contained in Chapter 5 was entirely redone to accord with the requirements of GRAP, and the chapter itself amended to include summaries of most of the prescribed GRAP standards. The many changes in municipal finance that occurred since 2011 have now necessitated a second revision. All new enacted legislation and amendments to existing legislation have been included, as well as important impending legislation and new regulations, particularly those issued in terms of the Municipal Systems Act and Municipal Finance Management Act. Important MFMA circulars are also covered, as are other significant guidelines issued by the National Treasury. Various other matters of importance in relation to the financial administration and governance of municipalities are also dealt with, including municipal public accounts committees (MPACs), new approaches to grants, the supply chain management reporting framework and several significant court cases. An updated version of the annual financial statements has also been prepared. As with the original edition, this revised version deals holistically with all the key features of municipal finance and accountancy, with emphasis on the principles of sound financial governance in municipalities. It is designed for use in tertiary education and also for regular consultation by accounting officers, financial and non-financial officials and councillors in the performance of their duties. Municipal finance and accounting should be useful to anyone involved with, or interested in, the financial administration and governance of municipalities."

Monitoring and evaluation of policies, programmes and projects (Paperback): I.U. Ile, C. Eresia-Eke, C. Allen-Ile Monitoring and evaluation of policies, programmes and projects (Paperback)
I.U. Ile, C. Eresia-Eke, C. Allen-Ile
R489 Discovery Miles 4 890 Ships in 8 - 11 working days

The need for results delivery in private and public sector organisations has increased, with stakeholders putting substantial pressure on organisations to demonstrate good performance in an environment with limited operational resources. In effect, organisations are being expected to deliver better results with fewer resources. By employing the appropriate tools and techniques of monitoring and evaluation, organisations can be better equipped to ensure that "what is planned" becomes "what is achieved". Monitoring and evaluation of policies, programmes and projects explains key concepts and practices involved in performance tracking and assessment. Monitoring and evaluation of policies, programmes and projects has drawn from the diverse experiences and expertise of the authors in public and private sector management of organisations, as well as practical insights gained from practitioners and students at various training courses, nationally and internationally. The balance between the more abstract, theoretical underpinnings of the subject and its practical aspects makes it easy to follow and incorporate. Contents include the following: Conceptual models of the policy process; the fundamentals and practical steps of policy monitoring and evaluation; the result-based management approach; tools and techniques for monitoring and evaluation; the use of research of policies, programmes and projects.

Strategic Community Partnerships, Philanthropy, and Nongovernmental Organization (Hardcover): David J Maurrasse Strategic Community Partnerships, Philanthropy, and Nongovernmental Organization (Hardcover)
David J Maurrasse
R2,524 Discovery Miles 25 240 Ships in 12 - 17 working days

This important book focuses on particular aspects of the development and implementation of community partnerships based in - and focused on - neighborhoods, municipalities, and regions. Throughout the book, David J. Maurrasse stresses the importance of philanthropy and representation from different types of organizations across public, private, and nongovernmental spectrums. In observing these collaborative efforts both in the US and various countries including Colombia, Malawi, England, India and Australia, two dynamics are emphasized: the role of private philanthropic institutions and their resources in facilitating the creation and continuation of these partnerships, along with the role of nongovernmental organizations as important enduring institutions in localities that are not, historically, considered as agents of community and economic development. It provides an evolving perspective on community partnerships particularly during the COVID-19 pandemic, and racial and income inequity, introducing the geographical, historical and cultural context behind these. Furthermore, the author defines and describes various roles in community partnerships and offers suggestions to help leverage these. Providing insightful case studies on the topic, this book will be key reading for practitioners in the field of community engagement at nonprofit institutions, such as universities, hospitals and philanthropic organizations. It will also be of use for academic researchers focusing on community studies and strategic partnerships.
