In thirteen chapters, the contributors to this volume analyse the different dimensions of a new form of collaboration, termed collective co-production, in the Scandinavian countries. It is a characteristic of the Scandinavian countries - Sweden, Norway and Denmark - that they have both a large public and voluntary sector. For decades, the dominant type of collaboration between the two sectors has consisted of the public sector providing financial support to organisations in the voluntary sector, while the activities are undertaken by the organisation itself. In recent times, however, a new discourse has emerged, with a strong political focus on developing closer collaboration between the two sectors. The book analyses collective co-production between the voluntary and public sectors, and identifies what distinguishes this form of collaboration from others. It looks at the scope of collective co-production, how and why it differs between welfare areas, as well as the political vision for co-production and the extent to which it lives up to those expectations. This discourse promotes a type of collaboration wherein organisations, associations and volunteers can participate in the implementation of tasks for which public institutions are responsible. This text evaluates the validity of a key proposition of public choice theory: that competition is associated with superior performance by governmental organizations. Three forms of competition in local government are identified: competition between local authorities; competition between councils and private contractors; and competition between parties for political power. The extent and consequences of competition are assessed in both the UK and USA. The analysis is used to draw conclusions on the effects of competition and the validity of public choice theory.
Arguing that society has pursued short-run approaches to decision-making that in the long term are counterproductive, On Systemic Balance presents a multidimensional and interdisciplinary alternative to problem solving. The usual method of dealing with problems such as housing shortages and environmental protection is a narrow, simplistic, quick, and intrusive solution. This type of solution ultimately ignores the many interrelationships within a system. The long term effect is imbalance and destabilization. The author reinforces his argument with economic and environmental examples. He then introduces alternative approaches to decision making and applies them to several settings. By stressing slow incremental intrusions, regard for interrelationships, and longer term balance, the author suggests that we might redefine problems more appropriately, develop less harmful and more enduring solutions, and provide a more stable environment. Goldberg maintains that we cannot truly predict the consequences of our actions, particularly large-scale actions taken over a short period of time. He presents his argument first by equipping the reader with a set of multidisciplinary tools and second by demonstrating the poor results of our present decision-making style. In this intriguing volume, Merrie G. Klapp explains how regulatory decisions in such crucial areas as public health, technological safety, and environmental quality are molded and recast. She finds that scientific uncertainty is a key factor, with agencies, interest groups, Congress, and the courts attempting to shift responsibility of proof or varying the standard of proof according to the pressures brought to bear on the issue. In general, Professor Klapp finds that when citizens or industrialists organize to protest a regulatory decision and when the legislature or the courts take scientific uncertainty into account, then the initial regulatory decision is changed. By contrast with the United States, where scientific uncertainty is used as a public resource and rationale for change, in France and Britain scientific uncertainty is treated as a private resource. French and British scientists do not treat regulatory decisions as opportunities to reveal scientific uncertainty to the public--instead, discussions of uncertainties are held behind closed doors and, when reports are made to the public about regulatory decisions, scientific information is presented as if it were certain. Bargaining with Uncertainty will be a provocative analysis to those scholars and researchers concerned with the making of public policy as well as those concerned with risk assessment in public health, the environment, and technology.
From ancient times, the conduct of human beings, and what is deemed acceptable and unacceptable behaviour, has been an intriguing and much-debated topic for people from all walks of life. This is even more so for public officials, both appointed and elected, who by nature of the public duty they fulfil, are held to a higher moral standard by the broader society. Unethical conduct not only impacts negatively on the social contract that government has with the public but also affects the rights of citizens, who are taxpayers. Ethics in the public sector is being published at a time when the South African public sector is grappling with serious issues relating to ethics, with startling revelations of conduct by government officials that directly contradicts the provisions of the Constitution of the Republic of South Africa, 1996, which prescribe high standards of ethical behaviour. Ethics in the public sector is arranged in such a way as to provide a unique understanding of public sector ethics. It includes discussions of two other African countries, Botswana and Namibia, to provide perspective. Main themes include the theory and philosophical foundation of public sector ethics, the African context of ethics, the policy framework for ethics, role players in ethics, causes of unethical behaviour and remedies for unethical behaviour. It also comes at a time when most universities across South Africa are reconsidering curricula for alignment and relevance to the challenges that public officials and politicians deal with daily. With the resources of both governments and traditional philanthropy barely growing or in decline, yet the problems of poverty, ill-health and environmental degradation ballooning daily, it is increasingly clear that new models for financing and promoting social and environmental objectives have become urgently needed. Fortunately, however, a significant revolution appears to be underway in the way in which social and environmental purposes are being financed. The heart of this revolution is a massive explosion in the instruments and institutions being deployed to mobilize private resources in support of social and environmental objectives. Where earlier such support was limited to charitable gifts, now a bewildering array of new instruments and institutions has surfaced-loans, loan guarantees, private equity, barter arrangements, social stock exchanges, bonds, secondary markets, investment funds, and many more-all of them designed to leverage not just the tens of billions of dollars of philanthropic grants but the hundreds of billions, indeed trillions, of dollars of private investment capital. While the changes under way are inspiring and by no means trivial, however, they remain largely uncharted in any systematic fashion. This monograph, and of the companion volume for which it also serves as the introductory chapter, is designed to overcome this problem, to provide the first comprehensible and accessible roadmap to the full range of important new developments taking place on the frontiers of philanthropy and social investment. In the process, it seeks to broaden awareness of these developments, increase their credence and traction, and make it possible to maximize the benefits they can generate while acknowledging the limitations and challenges they also face.

Regardless of where we live, the management of the public sector impacts on our lives. Hence, we all have an interest, one way or another, in the achievement of efficiency and productivity improvements in the activities of the public sector. For a government agency that provides a public service, striving for unreasonable benchmark targets for efficiency may lead to a deterioration of service quality, along with an increase in stress and job dissatisfaction for public sector employees. Slack performance targets may lead to gross inefficiency, poor quality of service, and low self-esteem for employees. In the case of regulation, inappropriate policies can lead to unprecedented disasters. Examples include the decimation of fish stocks through mismanagement of fisheries, and power blackouts through inappropriate restrictions on electricity generators and distributors. Efficient taxation policies minimise the tax bill for citizens. In all of these cases, efficient management is required, although it is often unclear how to assess this efficiency. In this volume, several authors consider various aspects and contexts of performance measurement. Hence, this volume represents a unique collection of advances in efficiency assessment for the public sector by leading researchers in the field. Efficiency in the Public Sector is divided into two sections. The first is titled "Issues in Public Sector Efficiency Evaluation" and comprises of chapters 1-4. The second section is titled "Efficiency Analysis in the Public Sector - Advances in Theory and Practice." This division is somewhat arbitrary, in the sense there are significant overlapping themes in both sections. However, it serves to separate chapters that can be characterised as dealing with broader issues (Section I), from chapters that can be characterised as focusing on specific theoretical problems and empirical cases (Section II).
