Bei der vorliegenden Studie handelt es sich um die abschliessende
Auswertung des Forschungsprojekts "Wirksam- keit von
berufsvorbereitenden Massnahmen und Foerderungslehr- gangen im
Kontext der Lebenswelt arbeits- und ausbildungs- loser Jugendlicher
- Problemregion Duisburg". Das Projekt wurde im Fachgebiet
BerufspadagogikjBerufsbildungsforschung an der
Universitat-GH-Duisburg durchgefuhrt, und zwar mit finanzieller
Unterstutzung durch den Minister fur Wissen- schaft und Forschung
des Landes Nordrhein-Westfalen. Der Auswertung liegen insgesamt 196
Interviews zugrunde. Es handelt sich dabei um Mehrfachbefragungen
von 74 jungen Mannern und Frauen, die zwischen Herbst 1986 und
Sommer 1987 an J6-Lehrgangen bei freien Tragern oder an betrieb-
lichen Foerderlehrgangen teilnahmen. Die Frage nach dem Sinn
solcher Untersuchungen drangt sich auf: Sind berufsvorbereitende
Massnahmen und Foerderlehrgange nicht nur temporar und lokal
begrenzte Notloesungen von eher tagespolitischer Bedeutung? zu
Beginn unseres Forschungs- projekts wies die
Ausbildungsstellenbilanz fur das gesamte Bundesgebiet einen
negativen Saldo aus. Die Forderung nach mehr Mitteln fur die
Erweiterung des Angebots an Massnahmen war ebensowenig uberhoerbar
wie deren schlechter Ruf. Inzwischen hat sich der
Ausbildungsstellen- und Arbeits- markt global entspannt. Das
bildungspolitische Interesse und die aus oeffentlichen Mitteln
finanzierten Forschungs- schwerpunkte verlagern sich auf andere
Themenbereiche.
Die Studie bezieht Institutionen als padagogische
Organisationsformen und Beratungen als interaktive Prozesse
systematisch aufeinander. Mit dem Ziel, die latenten Einflusse der
institutionellen Anbieter und die ihrer Trager auf Beratungen in
der Weiterbildung zu rekonstruieren, werden Beratungen einer
Volkshochschule und einer kommunalen Weiterbildungsberatungsstelle
interaktionsanalytisch und ethnografisch untersucht. Die Ergebnisse
zeigen, dass Weiterbildungsberatungen nicht nur eine inner- und
ausserinstitutionelle Lotsenfunktion ubernehmen und von
institutionellen Interessen geleitet werden, sondern auch
massgeblich vom institutionellen (Nicht-)Wissen und den Routinen
der Beratenden abhangig sind.
