For most of the twentieth century, social thinkers devoted their attention mainly to the issues of economic class. They generally dismissed the more primordial bonds of racial, ethnic, and national identities as irrational anachronisms that either communism or the liberal frameworks of democracy would dissolve. Today, communism is nearly dead and liberalism is on the wane. At the same time, older ethno-racial tribalisms, along with some newly invented ones, have shattered our illusions of a rationally manageable world. They find expression in chauvinistic nationalisms, multiculturalist ideologies, vicious civil wars, "ethnic cleansing" of whole regions, intensified racial and ethnic strife, a resurgence of prejudice, scapegoating, hate groups, and nativism, as well as new group-based challenges to the individualistic focus of Western liberalism. Bringing together prominent historians, sociologists, and political scientists, New Tribalisms examines early conceptions of racial and ethnic pluralism in the United States. The volume also confronts some of the causes, implications, and possible outcomes of resurgent tribalisms in the country and around the world.
During the last 15 years Latin American governments reformed their constitutions to recognize indigenous rights. The contributors to this book argue that these changes pose fundamental challenges to accepted notions of democracy, citizenship, and development in the region. Multiculturalism has come under considerable attack in both political practice and political theory. Yet the fact of diversity remains, and with it the need to establish the fair terms of integration in contemporary liberal societies. In examining liberal multiculturalism - an approach that has been variously criticised as either too liberal or too multicultural - this book both defends liberal multiculturalism as a coherent and practicable political theory, while also suggesting it is not without the need for reformulation. Key questions that need addressing concern the importance and role of national identities and other forms of social solidarity, compatibility with anti-discrimination measures, nature of language rights, and the unavoidability of essentialism. In the period between the 1770s and 1840s, through the process of colonial state formation, the early colonial state in India was able to harness and extract vast amounts of agrarian wealth in north India. However, little is known of the histories of the Indian scribes and the role they played in shaping the early patterns of British colonial rule. This book offers a new way of interpreting the colonial state's origins in north India. It examines how the formation of early agrarian revenue settlements exacerbated an extant late Mughal taxation tradition, and how the success of British power was shaped by this extant paper-oriented revenue culture. It goes on to examine how the service and cultural histories of various Hindu scribal communities fit within broader changes in political administration, taxation, patterns of governance and a shared Indo-Islamic administrative culture. The author argues that British power after the late eighteenth century came as much through bureaucratic mastery, paper and taxes as it did through military force and commercial ruthlessness. The book draws upon private family papers, interviews and Persian sources to demonstrate how the fortunes of scribes changed between empires, and the important role they played at the height of the British Raj by 1900. Offering a detailed account of how agrarian wealth provided the bedrock of the colonial state's later patterns of administration, this book is a unique and refreshing contribution to studies in South Asian History, Governance and Imperialism.
This book examines the deep roots of racism in the mental health system. Suman Fernando weaves the histories of racial discourse and clinical practice into a narrative of power, knowledge, and black suffering in an ostensibly progressive and scientifically grounded system. Drawing on a lifetime of experience as a practicing psychiatrist, he examines how the system has shifted in response to new forms of racism which have emerged since the 1960s, highlighting the widespread pathologization of black people, the impact of Islamophobia on clinical practice after 9/11, and various struggles to reform. Immigration and Ethnic Conflict reviews the experience of post-industrial countries that have experienced large-scale movements of population since the Second World War, creating ethnically diverse multicultural societies in a context of rapid economic, technological and social change. The main argument of the book is that color-blind racism, a new racial ideology that emerged in the post-Civil Rights era, has emerged as the fountain of frames, stylistic components, and racial stories Whites rely on to articulate their views on racial affairs. Relying on systematically-gathered interview data, Bonilla-Silva not only de constructs the main elements of this ideology, but also explains how the ways most Whites live their lives (the "white habitus") is central to the reproduction of this ideology, why a specific segment of the White community is more racially progressive, and accounts for how Blacks are effected by the ideology. In this edition, the author has added a very didactic chapter discussing what makes "systemic racism" systemic and another examining how color-blind racism framed many issues during the pandemic.

Liberalism is the political philosophy of equal persons - yet liberalism has denied equality to those it saw as sub-persons. Liberalism is the creed of fairness - yet liberalism has been complicit with European imperialism and African slavery. Liberalism is the classic ideology of Enlightenment and political transparency - yet liberalism has cast a dark veil over its actual racist past and present. In sum, liberalism's promise of equal rights has historically been denied to blacks and other people of color. In Black Rights/White Wrongs: The Critique of Racial Liberalism, political philosopher Charles Mills challenges mainstream accounts that ignore this history and its current legacy in self-conceivedly liberal polities today. Mills argues that rather than bracket as an anomaly the role of racism in the development of liberal theory, we should see it as shaping that theory in fundamental ways. As feminists have urged us to see the dominant form of liberalism as a patriarchal liberalism, so too Mills suggests we should see it as a racialized liberalism. It is unsurprising, then, if contemporary liberalism has yet to deliver on the recognition of black rights and the correction of white wrongs. These essays look at racial liberalism, past and present: "white ignorance" as a guilty ignoring of social reality that facilitates white racial domination; Immanuel Kant's role as the most important liberal theorist of both personhood and sub-personhood; the centrality of racial exploitation in the United States; and the evasion of white supremacy in John Rawls's "ideal theory" framing of social justice and in the work of most other contemporary white political philosophers. Nonetheless, Mills still believes that a deracialized liberalism is both possible and desirable. He concludes by calling on progressives to "Occupy liberalism!" and develop accordingly a radical liberalism aimed at achieving racial justice.
