Security, Citizenship and Human Rights examines counter-terrorism, immigration, citizenship, human rights, 'equalities' and the shifting discourses of 'shared values' and human rights in contemporary Britain. The book argues that British citizenship and human rights policy is being remade and remoulded around public security and that this process could be detrimental to 'our' sense of citizenship, shared values and commitment to human rights.

Emphasizing the global nature of racism, this volume brings together historians from various regional specializations to explore this phenomenon from comparative and transnational perspectives. The essays shed light on how racial ideologies and practices developed, changed, and spread in Europe, Asia, the Near East, Australia, and Africa, focusing on processes of transfer, exchange, appropriation, and adaptation. To what extent, for example, were racial beliefs of Western origin? Did similar belief systems emerge in non-Western societies independently of Western influence? And how did these societies adopt and adapt Western racial beliefs once they were exposed to them? Up to this point, the few monographs or edited collections that exist only provide students of the history of racism with tentative answers to these questions. More importantly, the authors of these studies tend to ignore transnational processes of exchange and transfer. Yet, as this volume shows, these are crucial to an understanding of the diffusion of racial belief systems around the globe.

After the civil rights and anti-apartheid struggles, are we truly living in post-racial, post-apartheid societies where the word struggle is now out of place? Do we now truly realize that, as President Obama said, the situation for the Palestinian people is "intolerable"? This book argues that this is not so, and asks, "What has Soweto to do with Ferguson, New York with Cape Town, Baltimore with Ramallah?"

With South Africa, the United States, and Palestine as the most immediate points of reference, it seeks to explore the global wave of renewed struggles and nonviolent revolutions led largely by young people and the challenges these pose to prophetic theology and the church. Nicholas Capaldi's Out of Order typifies the present-day criticism of affirmative action and shows how we have shifted from equality of opportunity and individual merit to the concept of group entitlement and statistical quality of result. Capaldi contends that affirmative action has not solved the problem of equal opportunity for which it was presumably designed, it has instead created a new moral dilemma in the form of reverse discrimination.
Out of Order highlights key affirmative action issues from the time of the Civil Rights Act of 1964 through the Bakke decision, the Weber case of 1979, and beyond. Capaldi illuminates not only the historical/judicial complexion of affirmative action policies but also their philosophical and social implications. Capaldi questions the necessity of affirmative action, whether its creation was based upon a valid definition of the nature and extent of discrimination, and whether it is a suitable policy for dealing with discrimination.
Capaldi maintains that the creation of affirmative action evolved more out of social theory than social reality. By carefully documenting the legislative and judicial history of the Civil Rights Act, the author argues that affirmative action is a bureaucratic fabrication, that it is not a solution to a problem but a policy in search of problems.
The crux of Capaldi's thesis boldly claims that affirmative action is perpetuated by the self-interest of "modern liberals" who "guide and control the system from their superior vantage point." Moreover, affirmative action is centered on education and has its roots in doctrinaire liberalism. Since that social philosophy attaches a crucial role to education, and since the conflicting demands made upon the modern American university have exposed its inability to generate coherent policies, doctrinaire liberalism has undergone a crisis of confidence.

The name "AIDS" is an accusation. It implies punishment for sin--homosexuality and promiscuity. AIDS is a moral judgement masquerading as a scientific name, which is at the very heart of discrimination against the infected. At the bottom are drug users, victims of the War On Drugs, condemned to contract AIDS by using contaminated syringes necessitated by scarcity resulting from restrictive policies. A rational way to control HIV is to liberalize drug paraphernalia policies as in Europe. The U.S. has not taken this simple step, thus unleashing the AIDS epidemic among drug users, their sexual partners, and neonates. While this policy neglect can be understood in the context of AIDS prevention dominated by moral, political, and religious ideologies rather than epidemiological facts, there are critical racial implications. The ethnic divide separating the white researchers and the infected who belong to minorities has fuelled comparisons of AIDS with the infamous Tuskegee Syphilis Study and some preventive strategies have been called genocidal plots. Recent research indicating the ineffectiveness of bleach to disinfect paraphernalia has exposed the deadly consequences of a nonchalant attitude to research and compromises for political expediency.

We are nothing in an absolute sense. We are only what we have been-more exactly, what we remember we were. So begins the latest book by one of Europe's most influential modern sociologists, Franco Ferrarotti. In The Temptation to Forget, Ferrarotti examines how many in the waning years of the 20th century are attempting to forget or reinvent history to serve the purposes of ethnic, racial, or religious separation. Ferrarotti focuses on anti-Semitism and its re-emergence among the Skinheads of the 1980s to draw parallels to how the Holocaust has been reinterpreted/forgotten, and to analyze the implications of this for relations with other ethnic, racial, and religious minorities. Multicultural and multinational teams have become an important strategic and structural element of organizational work in our globalized world today. These teams are demonstrating their importance from the factory floors to the boardrooms of contemporary organizations. The emergence of multicultural teams is evident across a variety of organizations in the private, public, and civil society sectors. These developments have led to an increasing interest in the theory and practice of multicultural teams. Management educational and training programs are giving increasing attention to these developments. At the same time, there is emerging interest in research about and study of multicultural teams. This book emerged from our teaching, research, and consulting with multic- tural and diverse teams in multiple sectors over the last several years. In particular, we have developed and refined our ideas about the concepts in this book from teaching an advanced course called Effective Multicultural Teams in the Graduate Program at the School for International Training (SIT) in Vermont. We have learned from the rich background of students who are from, and have worked in, six con- nents, and who are, or plan to be, working in the public, educational, not-for-profit, and for-profit sectors. Additionally, we have engaged with a variety of teams through our consulting and training, providing consultation to teams in a variety of sectors and continents as they struggled to become more effective.

The Portuguese Colonial Empire established its base in Africa in the fifteenth century and would not be dissolved until 1975. This book investigates how the different populations under Portuguese rule were represented within the context of the Colonial Empire by examining the relationship between these representations and the meanings attached to the notion of 'race'. Colour, for example, an apparently objective criterion of classification, became a synonym or near-synonym for 'race', a more abstract notion for which attempts were made to establish scientific credibility. Through her analysis of government documents, colonial propaganda materials and interviews, the author employs an anthropological perspective to examine how the existence of racist theories, originating in the eighteenth and nineteenth centuries, went on to inform the policy of the Estado Novo (Second Republic, 1933-1974) and the production of academic literature on 'race' in Portugal. This study provides insight into the relationship between the racist formulations disseminated in Portugal and the racist theories produced from the eighteenth century onward in Europe and beyond.

During the last 15 years Latin American governments reformed their constitutions to recognize indigenous rights. The contributors to this book argue that these changes pose fundamental challenges to accepted notions of democracy, citizenship, and development in the region. Using case studies from Mexico, Guatemala, Bolivia, and Peru, they analyze the ways in which new legal frameworks have been implemented, appropriated and contested within a wider context of accelerating economic and legal globalization, highlighting the key implications for social policy, human rights, and social justice.

Examines the role violence plays in maintaining housing segregation Despite increasing racial tolerance and national diversity, neighborhood segregation remains a very real problem in cities across America. Scholars, government officials, and the general public have long attempted to understand why segregation persists despite efforts to combat it, traditionally focusing on the issue of "white flight," or the idea that white residents will move to other areas if their neighborhood becomes integrated. In Hate Thy Neighbor, Jeannine Bell expands upon these understandings by investigating a little-examined but surprisingly prevalent problem of "move-in violence:" the anti-integration violence directed by white residents at minorities who move into their neighborhoods. Apprehensive about their new neighbors and worried about declining property values, these residents resort to extra-legal violence and intimidation tactics, often using vandalism and verbal harassment to combat what they view as a violation of their territory. Hate Thy Neighbor is the first work to seriously examine the role violence plays in maintaining housing segregation, illustrating how intimidation and fear are employed to force minorities back into separate neighborhoods and prevent meaningful integration. Drawing on evidence that includes in-depth interviews with ordinary citizens and analysis of Fair Housing Act cases, Bell provides a moving examination of how neighborhood racial violence is enabled today and how it harms not only the victims, but entire communities. By finally shedding light on this disturbing phenomenon, Hate Thy Neighbor not only enhances our understanding of how prevalent segregation and this type of hate-crime remain, but also offers insightful analysis of a complex mix of remedies that can work to address this difficult problem.

For most of the twentieth century, social thinkers devoted their attention mainly to the issues of economic class. They generally dismissed the more primordial bonds of racial, ethnic, and national identities as irrational anachronisms that either communism or the liberal frameworks of democracy would dissolve.

Today, communism is nearly dead and liberalism is on the wane. At the same time, older ethno-racial tribalisms, along with some newly invented ones, have shattered our illusions of a rationally manageable world. Racism and sectarianism makes an important contribution to the discussion on the 'crisis of anti-racism' in the United Kingdom. Immigration and Ethnic Conflict reviews the experience of post-industrial countries that have experienced large-scale movements of population since the Second World War, creating ethnically diverse multicultural societies in a context of rapid economic, technological and social change. The book uses a critical theoretical approach which emphasises the dynamic nature of the structural changes which have taken place and the interdependence of economic, political, social and psychological factors. Based on thorough ethnographic fieldwork in a refugee camp in Tanzania this book provides a rich account of the benevolent "disciplining mechanisms" of humanitarian agencies, led by the UNHCR, and of the situated, dynamic, indeterminate, and fluid nature of identity (re)construction in the camp. While the refugees are expected to behave as innocent, helpless victims, the question of victimhood among Burundian Hutu is increasingly challenged, following the 1993 massacres in Burundi and the Rwandan genocide. The book explores how different groups within the camp apply different strategies to cope with these issues and how the question of innocence and victimhood is itself imbued with ambiguity, as young men struggle to recuperate their masculinity and their political subjectivity.
