How can countries make sustainable gains in student learning at scale? This is a pressing question for Latin America and the Caribbean (LAC) – and the developing world more broadly – as countries seek to build human capital to drive sustainable growth. Significant progress in access has expanded coverage such that nearly all children in the region attend primary school, but many do not gain basic skills and drop out before completing secondary school, in part due to low-quality service delivery. The preponderance of evidence shows that it is learning – and not schooling in and of itself – that contributes to individual earnings, economic growth, and reduced inequality. For LAC in particular, low levels of human capital are a critical factor in explaining the region's relatively weak growth performance over the last half century. The easily measurable inputs are well-known, and the end goal is relatively clear, but raising student achievement at scale remains a challenge. Why? We propose that part of the answer lies in management – the processes and practices that guide how inputs into the education system are translated into outputs, and ultimately outcomes. While management (and related concepts, such as institutions, governance, or leadership) is often mentioned as an important factor in education policy discussions, relatively little quantitative research has been done to define and measure it. And even less has been done to unpack how and how much management matters for education quality. In this study, we begin filling these gaps, with new conceptual and empirical contributions that can be synthesized in four key messages: (1) Student learning is unlikely to improve at scale without better management. (2) Management affects how well every level of an education system functions, from individual schools to central technical units, and how well they work together. (3) Management quality can be measured and should be measured as a catalyst for improvement. (4) Several pathways to strengthening management are open to LAC countries now, with the potential for significant results. The study elaborates on each of these messages, synthesizing recent data and research and presenting the results of six new papers written to inform this report. The target audience for the Executive Summary is policymakers across LAC (and beyond) who are seeking approaches to strengthening their systems at scale. Wasta or mediation by a third party is traditional practice in most transactions in Middle Eastern societies. Senior members of the extended family intercede on behalf of younger or less privileged members in making arrangements for employment, overseas travel, business partnerships, university admissions, bank loans, marriages, and most other out-of-the-ordinary forms of negotiation. This book describes wasta's tribal foundation, its evolution in developing bureaucracies, and its present-day practice. The authors use Jordan as an example to illustrate the challenges of doing business with public organizations in Arab countries, where kinship, ethnicity, religion, locale, and class render some individuals more privileged than others. Some wasta practices are legal and moral within a cultural context, resembling the services provided by attorneys, real estate brokers, and accountants in the West. Other wasta acts are illegal or questionable, but are mandated by family members in a traditional web of inter-connecting obligations. After describing wasta, the authors show how it functions to allocate scarce resources and obtain peace and justice in a desert environment. They then show how it has changed to adapt to modern governmental and bureaucratic situations in which special skills are required to deal with new and complicated rules and procedures. Settings where wasta may be observed in action are described in detail, such as the customs office, the university, government ministries, and local businesses. Personal profiles and family situations lend color to the sociological and political analyses of wasta as it is shown in both its empowering and restrictive aspects. To summarize the impact of wasta, the authors use common theory to explain why persons turn public resources to private benefit, spreading the costs over the entire community and supporting the view that wasta can have a negative effect on economic development. The authors present a solution by suggesting that wastas themselves be enlisted in alleviating the social ills created by overdependence on the wasta system, and that past Arab and Islamic traditions should be explored for answers to modern problems.
The critical challenges to the British NHS are the consequences of us all living longer, having to manage chronic conditions over time, expecting and demanding more, and being denied many innovative new drugs (notably, for cancer) which cannot be afforded at present by the too narrowly funded NHS. This needs to be changed, in line with more successful funding systems in Europe, Australia, and the Far East, where outcomes are much better than in the UK. A growing number of nonprofit organizations have been created by immigrants and refugees to serve their communities in North America. These immigrant- and refugee-led organizations (IRLOs) work to provide services and meet a variety of needs, while at the same time building the infrastructure of these communities. Through a grant from the W. K. Kellogg Foundation Innovation Fund, Fieldstone Alliance initiated the two-year project in January 2004. The goal of Nexus was to enhance the knowledge and skills of capacity builders across North America in working with immigrant- and refugee-led organizations. The Nexus Project had two main components: research on capacity building with IRLOs and formation of a peer learning community among those who build the capacity of these organizations. This report draws three broad lessons for the capacity building field, with implications for the funding community, IRLOs, and capacity builders: effective capacity building takes time, which requires resources; more immigrant and refugee capacity builders are needed; and capacity builders need continuous learning and development. The Introduction describes the formation of the Nexus Project, its goals, and its working definitions. Chapter 1 describes the factors that result in effective capacity building with immigrant- and refugee-led organizations. Chapter 2 presents case studies from each of the Nexus partners. Each case study illustrates a practice used by Nexus partners when working with IRLOs. Chapter 3 details lessons Nexus partners learned through the course of this project. It further states implications of these lessons for those who fund work with IRLOs, for IRLO leaders, and for capacity building providers. The Appendices include a summary of IRLO research conducted by Wilder Research Center specifically for Nexus; a bibliography; and descriptions of the organizations and individuals who contributed to this report.

A vexing problem in contract law is modification. Two parties sign a contract but before they fully perform, they modify the contract. Should courts enforce the modified agreement? A private remedy is for the parties to write a contract that is robust to hold-up or that makes the facts relevant to modification verifiable. Provisions accomplishing these ends are renegotiation-design and revelation mechanisms. But implementing them requires commitment power. Conventional contract technologies to ensure commitment - liquidated damages - are disfavored by courts and themselves subject to renegotiation. Smart contracts written on blockchain ledgers offer a solution. We explain the basic economics and legal relevance of these technologies, and we argue that they can implement liquidated damages without courts. We address the hurdles courts may impose to use of smart contracts on blockchain and show that sophisticated parties' ex ante commitment to them may lead courts to allow their use as pre-commitment devices. |
