England is remarkable for the wealth and variety of its archival heritage - the records created and preserved by institutions, organisations and individuals. Shavit's book is an implementation analysis of the impact of federal aid on the organization and administration of state library agencies. Many reference librarians have been highly critical about unobtrusive evaluation studies. But can their opposition be justified?
