This book offers a novel approach to understanding the puzzle of nuclear proliferation by examining how leaders' beliefs and perceptions about the international system influence states' decisions to acquire nuclear weapons. Today, there is a persisting dilemma over the spread of nuclear weapons for both practitioners and scholars of international affairs. Uncertainty remains whether determined proliferators can be stopped, as shown by the cases of North Korea and Iran. These instances of proliferation raise questions about regional stability, the use of pre-emptive military action, and the potential for reactive-proliferation by neighbouring countries. Despite the serious implications surrounding the spread of these weapons, proliferation scholarship has thus far failed to solve what has been described as the "proliferation puzzle"- why do some countries choose nuclear weapons while others do not? The author argues that understanding basic psychological motivations, such as the role of power and perceptions of self and others, forms a strategic context which provides answers about a leader's willingness to proliferate. Proliferation willingness is a critical, yet frequently overlooked, part of the proliferation equation. Ultimately, it is the combination of willingness and proliferation opportunity (i.e. technical and scientific capabilities) that determines whether a country 'goes nuclear'. By examining several historical instances of proliferation decision-making-in South Africa, India, Libya and Australia-the book's findings highlight the fundamental role of leaders' beliefs in shaping proliferation outcomes. This book will be of much interest to students of nuclear proliferation, political psychology, security studies and IR in general.
Designed in 1942, Britain's innovative Projector, Infantry, Anti-Tank (PIAT) provided British and Commonwealth troops with a much-needed means of taking on Germany's formidable Panzers. Replacing the inadequate Boys anti-tank rifle, it was conceived in the top-secret World War II research and development organization known colloquially as 'Churchill's Toyshop', alongside other ingenious weapons such as the sticky bomb, the limpet mine and the time-pencil fuse. Unlike the more famous US bazooka, the PIAT had its roots in something simpler than rocket science. Operated from the shoulder, the PIAT was a spigot mortar which fired a heavy high-explosive bomb, with its main spring soaking up the recoil. The PIAT had a limited effective range. Troops required nerves of steel to get close enough to an enemy tank to ensure a direct hit, often approaching to within 50ft of the target, and no fewer than six Victoria Crosses were won during World War II by soldiers operating PIATs. A front-line weapon in every theatre of the conflict in which Commonwealth troops fought, from Europe to the Far East, the PIAT remained in service after 1945, seeing action during the Greek Civil War, the Arab-Israeli conflict and the Korean War. This illustrated study combines detailed research with expert analysis to reveal the full story of the design, development and deployment of this revolutionary weapon.

Australia's Nuclear Policy: Reconciling Strategic, Economic and Normative Interests critically re-evaluates Australia's engagement with nuclear weapons, nuclear power and the nuclear fuel cycle since the dawn of the nuclear age. The authors develop a holistic conception of 'nuclear policy' that extends across the three distinct but related spheres - strategic, economic and normative - that have arisen from the basic 'dual-use' dilemma of nuclear technology. Existing scholarship on Australia's nuclear policy has generally grappled with each of these spheres in isolation. In a fresh evaluation of the field, the authors investigate the broader aims of Australian nuclear policy and detail how successive Australian governments have engaged with nuclear issues since 1945. Through its holistic approach, the book demonstrates the logic of seemingly conflicting policy positions at the heart of Australian nuclear policy, including simultaneous reliance on US extended deterrence and the pursuit of nuclear disarmament. Such apparent contradictions highlight the complex relationships between different ends and means of nuclear policy. When the Germans invaded the Soviet Union in 1941 the Red Army had four times as many tanks as the Wehrmacht and their tanks were seemingly superior, yet the Wehrmacht won the border battles with extraordinary ease the Red Armys tank force was pushed aside and for the most part annihilated. How was this victory achieved, and were the Soviet tanks really as well designed as is often believed? Political Fallout is the story of one of the first human-driven, truly global environmental crises—radioactive fallout from nuclear weapons testing during the Cold War—and the international response. Beginning in 1945, the United States, Britain, and the Soviet Union detonated hundreds of nuclear weapons in the atmosphere, scattering a massive amount of radioactivity across the globe. The scale of contamination was so vast, and radioactive decay so slow, that the cumulative effect on humans and the environment is still difficult to fully comprehend. The international debate over nuclear fallout turned global radioactive contamination into an environmental issue, eventually leading the nuclear superpowers to sign the landmark Partial Test Ban Treaty (PTBT) in 1963. Bringing together environmental history and Cold War history, Toshihiro Higuchi argues that the PTBT, originally proposed as an arms control measure, transformed into a dual-purpose initiative to check the nuclear arms race and radioactive pollution simultaneously. Higuchi draws on sources in English, Russian, and Japanese, considering both the epistemic differences that emerged in different scientific communities in the 1950s and the way that public consciousness around the risks of radioactive fallout influenced policy in turn. Political Fallout addresses the implications of science and policymaking in the Anthropocene—an era in which humans are confronting environmental changes of their own making.
The introduction of chemical warfare during the First World War was a major event in the history of military technology. It not only posed an unusual challenge to military thinking of the day, which was largely conventional and wholly unfamiliar with science; it also created a heated moral controversy surrounding the new weapon that did not discriminate between soldiers and civilians. This study, based on a previously unavailable range of archival material and statistical data, explores the military role of chemical warfare as well as its effects on people, industries and administration on both sides. The book also fully examines the complex issues raised by this new technology, which were debated endlessly between the wars and have led to recent agreements among the powers to curb their use of chemical or biological warfare. This study was planned in close cooperation with Sir Harold Hartley, who became head of British chemical warfare in 1918.

In September 1931 the Royal Navy experienced its biggest modern mutiny. The largest warships in the Atlantic Fleet were gathering in Cromarty Firth, for their autumn exercises. Meanwhile Ramsay MacDonald's newly formed national Government announced its emergency budget, introducing means tests, cutting umeployment benefit and reducing public sector pay. On arrival at Invergordon the sailors discovered the scale of the cuts they were supposed to bear. Their resulting strike, co-ordinated from ship to ship, swiftly achieved its objective. The Navy was badly shaked by the extraordinary efficiency of the action, and Britiains' financial credit was so seriously damaged that within a few days the country was forced off the Gold Standard. Until this book was published little of the story was known; officially dexcribed as a case of 'unrest' it was hushed up and no Courts-Martial or Commission of Inquiry followed. This is the first detailed account of the Invergordon mutiny based on the personal testimony of those involved on the lower deck. Particular attention is given to the way the affair was organized, both centrally and in individual ships, to the structure of command and to the flash points when the use of force was considered and attempted. The dramatic story is hereput into its historical context: the background to the budget crisis of 1931, the implications of the cuts imposed, the conditions of the Fleet at the time: themes which remain as pertinent today as they were in 1931.

The M113 is the most widely used and versatile armoured vehicle in the world. Fielded in 1960 as a simple 'battlefield taxi', over 80,000 M113s would see service with 50 nations around the world and 55 years later, many thousands are still in use. In addition to its original role of transporting troops across the battlefield, specialized versions perform a multitude of other functions including command and control, fire support, anti-tank and anti-aircraft defence, and casualty evacuation. This new fully illustrated study examines the service record of the M113 from its initial fielding through to the end of the Vietnam War.
