We were motivated to bring this work together by the lack of a comprehensive analysis of the issues involved that was conveniently located in a single document, by the desire to focus that disparate body of research on the assessment of energy security externalities for policy purposes, and by the continuing concern of researchers and policymakers regarding the issues involved. Many misconceptions about energy security continue to persist in spite of a large body of research to the contrary, and we hope that this volume will help to dispel them. Most of our original research was funded by either the U.S. Department of Energy or Resources for the Future (RFF), and all of it was conducted while we served as staff members of RFF. The banking and eurozone crises have triggered a new age of austerity during which customers will radically alter their buying behaviour. Many existing management theories are becoming inapplicable during the longest economic downturn since World War II. The last time the world faced such severe austerity was during the 1930s Great Depression. At that time the Austrian economist Joseph Schumpeter concluded that organizational survival demands exploitation of entrepreneurship and innovation. During the current economic downturn Western firms are facing increasingly intensive price competition from countries such as China. This volume uses research and real world case materials to prove that the future survival of Western organizations, through and beyond the current Great Recession, is dependent upon fully understanding the nature of current market change as a result of economic austerity and to exploit entrepreneurship, innovation and new technology in order to develop superior products and create new markets.

This project grew out of a recognition that I could fmd no aggregate measure of the amount of regulation beyond crude proxies such as the number of pages in the Federal Register. As I began to address this specific issue. I became much more aware of two things -- the enormity of regulation in the u.s. economy and the relative absence of economic research into the macroeconomic consequences of those regulations. While I would have readily granted the idea that many economist'> knew more about regulation than I did, I would have thought my knowledge of regulation to be at least up to the average economist's. My graduate training in the early to mid 1980s included special attention to the field of "public choice" and related topics, all of which occasionally explored regulatory topics. Moreover. I had at least a passing knowledge of the debates concerning deregulation in the late 1970s and early 1980s. Because of this, my own ignorance of regulation's actual expanse and its aggregate consequences startled me and heightened my interest in expanding empirical research into regulation as a macroeconomic influence. The more I thought about graduate macroeconomics classes and texts, the more that I realized the exclusion of regulation as a macroeconomic topic in spite of its massive scale and far-reaching tentacles.

"Redesigning the Work of Human Services" explores alternative organizational designs for the delivery of human services--designs that emphasize collaborative governance and partnerships among public and private agencies, local control and responsibility for results, and the use of innovative information, planning, and community capacity-building technologies. The authors winning the ""Best Presentation Awards"" at the Davis Conference over the past five years have contributed chapters to this volume. The ideas in these chapters were ""born"" before the conference, but were nurtured through dialogue at the conference, and subsequently matured through later interactions among the community of qualitative scholars associated with the conference. The notion of paradox dates back to ancient philosophy, yet only recently have scholars started to explore this idea in organizational phenomena. Two decades ago, a handful of provocative theorists urged researchers to take seriously the study of paradox, and thereby deepen our understanding of plurality, tensions, and contradictions in organizational life. Studies of organizational paradox have grown exponentially over the past two decades, canvassing varied phenomena, methods, and levels of analysis. These studies have explored such tensions as today and tomorrow, global integration and local distinctions, collaboration and competition, self and others, mission and markets. Yet even with both the depth and breadth of interest in organizational paradoxes, key issues around definitions and application remain.
