The 17 Sustainable Development Goals (SDGs) embody the collective aspirations of the world's peoples: peace, freedom, development and sustainability. The challenges associated with the struggle for attainment of these goals and objectives are as diverse and complex as the variety of human societies, national conditions and natural ecosystems worldwide. The problems to be addressed range from extreme poverty and pandemics to racism and refugee crises. Some of the best strategies and solutions to these problems emerged from unlikely places, ranging from the corporate boardrooms and halls of administration to the fields of civic engagement and the vortices of crises. Often, a single person is the dauntless driving force behind these innovative programs and courageous experiments that made all the difference to the poorest and most disadvantaged social groups. This book examines the factors which contribute to local green development in China and employs political ecology to analyze the relationship between power and the environment. Specifically, it looks at which actors control access to resources and are therefore able to promote environmental progress. Following the reform and opening-up of China in the 1970s, entrepreneurs and local officials profited economically and politically and formed close relationships, known as guanxi in China. As a result, they have also been criticized as those responsible for the associated ecological damage. This book does not contest this association, but instead argues that the current literature places too much emphasis on their negative influence and the positive influence of their environmental work has been neglected. Building on three case studies where local green development is being pursued, Shanghai Pudong New Area, Baoding, and Wuning, this book shows how local officials and entrepreneurs can also be the crusaders of a greener environment at the local level in China. In the context of growing public interest in sustainability, Corporate Social Responsibility (CSR) has not brought about the expected improvement in terms of sustainable business. Self-regulation has been unable to provide appropriate answers for unsustainable business frameworks, despite empirical proof that sustainable behaviour is entirely in corporate enlightened self-interest. The lack of success of the soft law approach suggests that hard law regulation may be needed after all. This book discusses these options, alongside the issue of shareholder primacy and its externalities in corporate, social, and natural environment. To escape the "prisoner's dilemma" European corporations and their global counterparts have found themselves in, help is needed in the form of EU hard law to advocate sustainability through mandatory rules. This book argues that the necessity of these laws is based on the first-mover's advantage of such corporate law approach towards sustainable development. In the current EU law environment, where codification of corporate law is sought for, forming and defining a general EU policy could not only help corporations embrace this self-enlightened behaviour but could also build the necessary "EU corporate citizenship" atmosphere.
